Decline pay increase

I have an employee that wishes to decline their pay increase because it will effect their SSI.

I'm inclined to say tough, since it appears the company has accepted a couple of these in prior years and at some point that employee will have a substantially lower pay than equally positioned employees, which could be seen as a discriminatory issue, even with a signed declination. Anyone else run into this?
