  • 12 years may be a record, but phantom employees are fairly common. So are phantom vendors. Any one who does not have serious internal audits by people actually trying to find things should not get too smug. You might be the next article we all read about.

    That wasn't even my thought on it, especially since this doesn't seem to be a case of internal fraud. I guess I'm just wondering who handed out those check stubs, or how the department didn't notice the budget discrepancy. The article doesn't allude to collusion or anything so it seems strange that it took someone 12 years to ask the right questions.

    We know there is certainly the potential for it here, as my predecessor was fired for exactly that reason.
