Do I need to register for Withholding & SUI in New Hire's current home state

We have a new hire coming on board 9/26 currently living in MA but will be relocating to CA by 12/1 same year as stipulated in his offer letter. Do I need to set up Withholding and SUI accounts in Boston or can he just be set up in CA since there is clear intent to relocate move in a specific time frame. Please advise.
