Non-Discretionary/Discretionary Bonus

I have read section 778.211 regarding discretionary bonuses and am needing some clarification. One scenario -- we have a hiring bonus for police officers who remain with us 6 months and we also have a referral bonus for officers who refer a person who is hired. Would either of these be considered non-discretionary?

Another scenario -- We have incentive pay that is paid monthly to firemen who have earned certain certifications, eq hazmat. They must receive and maintain the certification(s) to receive the incentive pay. Would this be considered non-discretionary?

Lastly, we pay On-Call pay at $50/week when an employee is on-call. Would this be considered non-discretionary?
